BizSAFE Level 3 is the minimum requirement for most Singapore main contractors and government tenders, and the first tier needing an external audit.
It is also the first level where an independent auditor reviews your Risk Management Plan against what is actually happening on site.
To be certified at Level 3, your company must have completed Levels 1 and 2, and must have a documented Risk Management Plan (RMP) implemented across every work activity your staff carry out. The plan is then audited by an MOM-approved WSH Auditor, who checks the paperwork against what is actually happening on site.
In practice, the Workplace Safety and Health Council expects to see four things in place:
For a company starting from nothing, four to six weeks is realistic. The bottleneck is almost never the audit itself; it is assembling risk assessments that reflect real work rather than a downloaded template. Companies that already hold Level 2 and have some documentation can often be audit-ready in two to three weeks.
The most common reason for a failed Level 3 audit is a Risk Assessment that does not match the site. Auditors walk the floor. If your RA lists a control measure that nobody is using, or omits an activity you clearly perform, the audit will not pass on the first attempt.
The second most common reason is an RA team that exists only on paper. The people named in your documentation should be able to explain how the assessment was carried out.
Costs vary with company size and how much documentation already exists. The audit fee is set by the certification body; the consultancy portion depends on how much of the RMP has to be built from scratch. Companies with fewer than 30 staff and straightforward activities sit at the lower end.
